RIHANNA INVESTIGATED FOR GIVING ILLEGAL TATOOS?

Rihanna is being investigated for illegal tatooing after she was spotted in a tattoo parlor.  Maybe this will change Riri's fascination with tats.... Maybe Rihanna needs a new hobby since she broke up with Chris Brown.

When Rihanna tatooed a few of the tattoo artists at East Side Ink in New York on Wednesday night, she may not have realized what she was doing was illegal.

The New York City Department of Health and Mental Hygiene confirmed to MTV News on Thursday (July 2) that someone has been sent to the tattoo parlor to investigate the incident. In a statement, the department said, "Only licensed tattoo artists can administer tattoos in the city according to the City's Health Code. We are sending someone to follow up on this."

TMZ reported that if the department decides to press charges against the pop star for tattooing someone without a license, she could face three misdemeanors, with penalties as much as $300 for the first offense, $500 for the second and $1,000 for the third offense. Additionally, sources told the Web site that in addition to Rihanna, East Side Ink could be facing fines as well if an investigation is opened.

Earlier on Thursday, MTV News spoke to East Side Ink owner Yadira, who said that Rihanna hadn't visited East Side with the intention of inking her long-time tattoo artist, BangBang, as well as two other artists at the parlor. Rihanna was there with a few friends and a bodyguard for "a few hours, just hanging out and joking," she said, and BangBang decided that he wanted the pop star to give him a tattoo. Yadira added, "We had a blast. It was so funny and cute."  [MTV]

Pop star Rihanna has been dealing with her own relationship troubles with her boyfriend Chris Brown but the singer found time to do a great thing for a courageous little girl.

Six-year-old Jasmina Anema is one of Rihanna's biggest fans. So when her idol walked into her hospital room at NYU Medical Center on April 2 to visit her, the tiny leukemia patient could hardly believe her eyes.

"She's really here!" Jasmina exclaimed when Rihanna came in, shoeless, to prevent the spread of germs, and hugged her. "You are such a beautiful little girl," the singer told Jasmina, who has a rare and aggressive form of leukemia.

High doses of chemotherapy often leave Jasmina tired, says Katharina Harf, executive vice president of DKMS Americas, the bone marrow donor registry that is helping Jasmina and others find a match. "But when Rihanna walked into the room, there was no sign of that at all," she says. "Jasmina loves Rihanna. And Rihanna fell in love with Jasmina."

Indeed, the two became fast friends, spending more than three hours talking, playing and indulging in a slumber party-like pillow fight. They even danced to Rihanna's biggest hits including "Umbrella" and "Please Don't Stop the Music." "Jasmina showed Rihanna all her special 'moves' and tried to teach her how to do them," says Harf.

Rihanna first learned about Jasmina's plight in early February, when she saw the moving video Jasmina's best friend, Isabelle Huurman, and her mother, Karen Detrick, made appealing for donors to save Jasmina. Wanting to help her however she could, Rihanna put a shout out for donors on Feb. 7 on PEOPLE.com to help Jasmina find a match, which drew more than 4,000 donors. And on April 2, Rihanna flew to New York City just to visit her one of her littlest fans.

The visit was supposed to last for about an hour. "But Rihanna stayed until 8 o'clock that night," says Harf. "She would have stayed longer if Jasmina didn't have to go to sleep."

The visit was a total pinch-me moment for Jasmina, who at one point pointed to the picture of Rihanna on her CD cover, and with big eyes, whispered, "‘Look! It's her! Really her!!'" says Harf.

Jasmina, who is a "total girly girl," according to her mother, Thea Anema, was thrilled when Rihanna presented her with a big bag of Cover Girl makeup. "Rihanna asked me if it was okay to put makeup on Jasmina," says Anema. "I said, 'Of course!' She's so thrilled with makeup and anything girly."

Rihanna painted the little girl's nails and gently brushed "Dance Party" eyeshadow on her tiny eyelids. They played catch together with Jasmina's stuffed dog, Jackie, which ended with a torrent of giggles and hugs. "Rihanna kept on saying, 'I love her personality! She is such a little diva!' " says Harf. When Rihanna learned that Jasmina speaks Dutch and also understands Mandarin, the superstar said she was amazed at how "intelligent" and "what an amazing little girl" she is. RIHANNA IN BARBADOS CHRIS BROWN IN COUNSELING RELATIONSHIP UPDATE

Rihanna is reportedly back home with her family in Barbados. The singer was spotted by paparazzi in New York and Hawaii. Chris Brown is supposed to be getting counseling for his wife beating ways. Chris Brown played basketball with some kids at a school to coincide with White Ribbon week against domestic violence. We're wondering why is Chris Breezy playing around shooting hoops instead of taking responsibility for his actions and showing remorse? This would have been the perfect time for Chris to say he was sorry for giving Rihanna a beat down and advocating to mentor men against committing domestic violence against women. But instead Chris was playing games and having fun just like he did on his jetskiis in Miami.  SMH.

With Chris Brown due in court next week for the alleged assault on Rihanna, the singers have kept their distance from each other, with Brown quietly holed up in his hometown with family and old friends while Rihanna has hop-scotched the country in glamorous style.

Rihanna's latest stop Friday: her native Barbados. "She's home," the singer's father Ronald Fenty tells PEOPLE of the singer, who was photographed at the island's international airport wearing a long, gauzy beige dress, white sunglasses and sandals. "She is in good spirits. And she sounds great."

She's not required to attend Brown's arraignment Monday in Los Angeles Superior Court, where Brown, 19, is expected to enter a plea to two felony counts, and her camp is shooting down reports she's not cooperating with prosecutors. "She will do everything that the law requires her to do," her lawyer Donald Etra tells PEOPLE.

After reconciling in Miami in late February, the singers put their relationship on hold a few weeks ago. Today, "they are still taking a mutually decided-on break," a source tells PEOPLE. It's been more than two weeks since they were last together in L.A. Brown, meanwhile, has been lying low in his home state of Virginia, "seeking counseling, reconnecting with family and focusing on writing and producing," says a source – and playing basketball. On March 31, Brown surprised students at the University of Mary Washington in Fredericksburg, Va., when he played several pick-up games with students in the gym.

There are rumors that Rihanna wants Chris Brown to apologize for beating her down on the Oprah Winfrey show. Chris might be considering the offer to do damage control on his career. He can say he is sorry but his jet skiing and partying actions tell the world otherwise. He has taken too long to apologize for assaulting Riri.

Rihanna wants Chris Brown to appear on Oprah Winfrey's talk show to publicly apologize for assaulting her.

According to British magazine Look, the Take a Bow hitmaker, 21, believes Brown - who has been charged with felony assault and making criminal threats after he allegedly battered her last month - should appear on Winfrey's popular daytime program to show his remorse.

A source tells the publication, "Rihanna has been talking to Oprah Winfrey on a regular basis since late February, when Oprah begged her not to take Chris back. She put the offer to Rihanna to come on her TV show to discuss the event.

"Rihanna was resistant, so Oprah suggested Rihanna tell Chris that despite their recent commitment ceremony, she's been having second thoughts about them being back together. And agreeing to go on Oprah's show and tell the world how sorry he is will help make up her mind.

"Chris said no at first, but bought himself some time by saying he needed to think about it with his mother Joyce. But he's desperate to win over the American public and he's realized this could be the perfect way.

RIHANNA TATTOO ARTIST BANGBANG TALKS ABOUT GUN TATTOO

Rihanna's tattoo artist now thinks he is famous and is talking about drawing tats on Riri's body. Chris Brown had better watch out because Rihanna is not playing around. BangBang talks about his fascination with guns and says that Rihanna paid the bill for him to fly from N.Y. to L.A.  We're wondering where the Rihanna airfare money is coming from since the rumor mill says that Rihanna is broke.

New York City tattoo artist BangBang, who tattooed Rihanna, tells Life & Style Rihanna loved the idea of getting a gun tattoo when they looked at sketches.

"She loves the gun tattoo. She got the tattoo last Thursday, March 19," BangBang tells Life & Style.

"She flew me out to LA for the day because she was getting a tattoo for one of her friends as a birthday gift. She'd been toying with the idea for a while to get another tattoo. I've done other tattoos for her; I added stars to the ones she already had.

"So when I was done with her friend, we talked about what she wanted to get. She was doing research on what would look good, and I drew up a couple of things on the back of her arm, but they weren't the perfect one.

"I'm a big advocate of guns. So I said, 'How about a gun?' I printed out a picture of a gun that I thought would look good, and she loved it. We were thinking of putting it on her finger next to her wrist, or on her shoulders. She loved that, but it took away from her face, and you know, she's a CoverGirl, so we couldn't do that!

"So we put it under her ribs and she loved it. It took about 15 minutes. She didn't complain while I did the tattoo.

"We also talked about her getting a skull and crossbones, but she didn't love it."

Asked why he thinks RiRi got the gun tattoo, given the assault charges against her boyfriend, Chris Brown, BangBang said, "If I had to say why she
got it, it's because she kicks ass and everybody supports her! She can do whatever she wants. She's one of the nicest and sweetest people I know. She has a lot of really good friends supporting her.

RIHANNA GETS NEW GUN TATTOOS PHOTOS

Rihanna is getting tattoo therapy to deal with her Chris Brown heartbreak. The Umbrella singer just got some new gun tattoos. Rihanna's tattoo artist BangBang posted the pics on his myspace page and said that he wanted to put the tats on Riri's shoulders but he couldn't because of her CoverGirl contract.

Pop star Rihanna is armed and dangerous with her latest tattoo.

Rihanna's tattoo artist BigBang put up a picture on his MySpace page of the singer's new gun tattoo located under her right arm. BigBang says in another photo post that Rihanna wanted guns on her shoulders but thought it would affect her agreement with Cover Girl.

There is talk that Riri's record label told her to dump CBreezy or her career was in trouble. Poor thing has been through alot with all this Chris Brown assault drama.

We didn’t believe the initial reports that Rihanna dumped Chris Brown in an effort to save her career. But now that we’ve seen these pictures, we believe it!

We also received word from a credible source that Rihanna was given an ultimatum by her bosses at her record label: either dump bish boy or be dropped like a hawt Kanye track.

RIHANNA & CHRIS BROWN BREAKUP SEXTAPE KEEPING THEM TOGETHER?

Source tells the upcoming issue of Star mag that she allowed her allegedly abusive boyfriend Chris Brown to tape many of their “intimate encounters” and now the Rehab songstress is terrified that the X-rated footage will soon be exposed.

NO DUET FOR RIHANNA & CHRIS BROWN - UPDATE

MTV and other sources had reported that Rihanna and Chris Brown reunited to record a romantic duet after the brutal Chris Brown assault. The song  was rumored to have been recorded at Diddy's Miami Mansion days after the attack and produced by Polow Da Don. Now a source is denying the song. Is this possibly due to the public backlash caused by their reconciliation ?

There is no duet by Rihanna and Chris Brown despite previous reports that the pair had recorded a song together, a label source tells PEOPLE exclusively.

"Contrary to published reports, Chris Brown and Rihanna did not record a duet after the incident," says the source, alluding to Brown's alleged assault of his girlfriend last month.

Conflicting reports about a duet may have arisen because of a standard practice used during the development of new material. Last year, Brown and producer Polow da Don did write a song together, says the source.

Then, the source continues, "around August or September of 2008, Chris and Rihanna's vocals were recorded as the reference vocals for this demo only. [But] the song was never conceived or intended to be a duet between them, and was later recorded by other artists."

Reference vocals are created to give an understanding of how the writer intends a song to be sung on demo tracks sent out to other artists before the final recording process.

Turns out, the song was called "Bad Girl" – with lyrics focused on a women who overspends on designer goods – and was recorded by the Pussycat Dolls for the Confessions of a Shopaholic soundtrack. But the reference vocals for the song made by Rihanna also leaked to the Internet in January.

Adds the source: "Nothing has been recorded by Chris and Rihanna together since February."  [PEOPLE]

A spokesperson for producer Polow Da Don has confirmed that Chris Brown and Rihanna have recorded a duet. According to CNN, the unnamed song was tracked with Don just days after Brown, 19, was charged with two felonies over his alleged February 8 altercation with girlfriend Rihanna, 21. Don's publicist said the singers — who reportedly reunited at a home owned by Diddy in Miami two weeks ago — completed the song earlier this week, though no other details were available on the track. A spokesperson for Don did not return requests for comment on the song, and spokespeople for Brown and Rihanna have declined to comment about the sessions. "My heart goes out to both Chris and Rihanna for what has happened in the past," Polow said in a statement. "They are both great artists to work with, and I wish them well." Brown was charged with assault and making criminal threats on March 5 and is due back in court on April 6 for his arraignment in the case. On Wednesday, Us Magazine reported additional details on the song, quoting an unnamed source describing it as having a theme "about being stronger and growing stronger in a relationship. ... The song was originally created for Rihanna before the fight. However, it wasn't initially slated for Chris to be on the song." The source added: "The funny thing is, the song expresses the emotions that both Chris and Rihanna are feeling at this moment — facing challenges and overcoming the ups and downs of a relationship in which you become stronger." The singers were described as being "very playful" in the studio during the session. A month before the alleged incident, MTV News reported that the couple, who have been very private about their yearlong relationship, had actually already worked on their first original track together. The song, "Bad Girl," which leaked in January, was recorded for the soundtrack to "Confessions of a Shopaholic" and was produced by Polow but ultimately didn't make the final cut for the album.
